ISSUE:
Unlike adjacent lakefront neighborhoods, Uptown has a high number of individuals who sleep in or otherwise inhabit Chicago Park District lakefront and neighborhood parks. This occurs despite an 11 PM to 4 AM curfew for all city of Chicago parks.
BACKGROUND:
Individuals routinely occupy the lakefront and neighborhood parks of the Uptown neighborhood at night and in the early morning hours, especially during the spring and summer months. Enforcement of the curfew, while strictly adhered to outside of Uptown's boundaries, appears to be sporadic within its boundaries.
UCC POSITION:
The UCC believes that the 11PM curfew established by the Chicago Park District should apply to all individuals. If appropriate, individuals who need assistance obtaining temporary or transitional shelter should be referred to the proper facilities.
